Does above-ground mean no permits are required?
In many cases, an above-ground mini pool can be installed without the construction work typically required for an in-ground swimming pool.
The key point is understanding how it is installed: a removable structure simply placed on a suitable surface is very different from a project requiring excavation, masonry work or a permanent structural concrete slab.
In Italy, there is no specific regulation exclusively dedicated to “mini pools”, nor is there a national size threshold that automatically determines whether or not a building permit is required.
More than the size itself, therefore, what matters are the characteristics of the installation and any construction work required to complete it.
When are further checks necessary?
Further checks become particularly important in specific situations: for example, when preparing the area involves permanent construction work, or when the property is located in an area subject to specific restrictions, such as landscape protection regulations.
In these cases, Italian Presidential Decree D.P.R. 380/2001, regional and municipal regulations and, in protected areas, landscape regulations may apply.
These requirements therefore depend mainly on the location and installation method, rather than simply on the fact that the mini pool is above ground.
